The American Recovery and Reinvestment Act of 2009 (ARRA) allows districts to focus
stimulus funds to address the educational needs of English language learners (ELL),
a rapidly growing and underserved population. The educational goal of the stimulus
package is to improve outcomes for all of the nation’s children. Within that goal,
to address the needs of the growing population of English language learners is essential.
The stimulus funds offer an unprecedented opportunity to close the achievement gap
and help disadvantaged students to progress along with their classmates.
Under Title I, Part A, there will be $26 billion available over the next two years
to improve the academic achievement of the disadvantaged.
Eligible uses of funds include intensive reading instruction and intervention, academic-based
before-school and after-school programs, as well as individualized learning environments.
